At the end or In the end ?

a. At the end (of something) é empregado para indicar o momento em que algo termina:

at the end of the year,

at the end of the film, etc.

b. In the end significa finalmente, sinônimo de finally ou at last.

Ex.:

I’ll be moving to a new city at the end of the month.

Eu estarei me mudando para uma nova cidade no fim do mês.

I waited a long time but, in the end he arrived.

Eu esperei um longo tempo mas, finalmente ele chegou.
