The first sentence is correct.
The second sentence could be:! I’ll be there on September 30th.( exactly on September 30Th) or ” I’ll be there at the end of September” ( for late September.)

Eu li a respeito de at the end e in the end. Eu gostaria de saber qual a diferença entre at the end e by the end.

Most Sunrise validations will be done by the end of September.

The teacher set some homework at the end of the lesson.

Isso mesmo!!
O Past tense do verbo “to be” é: I was, he was,…mas quando usamos if( isto é, estamos indicando uma condição), então, o verbo não fica no passado do modo indicativo e sim, no passado do modo subjuntivo. O verbo “be” no passado do modo subjuntivo é conjugado “were” para todas as pessoas.
Na linguagem informal, podemos até encontrar o “was”, mas não é muito comum.
Examples:
If he were here, he would tell you.
If I were you, I would go.
If he were younger,he would have accepted the invitation.

A forma subjuntiva “were” também é usada depois de : As if, wish, suppose.
